Actually, the EPA numbers come from a set route at varying speeds and with a few stops (especially for the city test) simulated on an indoors dyno--there's no track involved, or even any real driving.
You mileage could be less simply because you make more stops or travel at higher speeds than in the EPA test. Or becauses there's a headwind or crosswind. Or because you run the A/C. Or because you dip a little further into the gas. Or because the gas has ethanol mixed in...
There's a reason for YMMV.
