Just offer all cars with the option of 1 or 2 diesel engines and it shouldn't be an issue. Remember that most cars including the Camaro are bought with the smaller engine anywhere from 70%-95% depending on the model.
One nationwide standard is easier for automakers to meet even if it's higher.
