Supposedly, it's because 6 west coast refineries are off line now. One in WA due to a fire a couple of months ago. I think the refineries (except the one with the fire) all scheduled downtime together on orders from the oil companies just so they could jack up prices. Then again, I'm a conspiracy theorist...
