Why would you want to take the chance of introducing water to a "somewhat contained" interior chamber that would only make the whole panel rust out sooner? You're much better off putting on the aftermarket decal that makes them look realistic (like the headlight stickers on the NASCAR cars).
You have to remember....if they were to open up that gill area in the salt laden streets of the northeastern states and trap the salt water in it from the roads the whole lower panel in front of the wheel would rust out quicker than a '57 Chevy! And for what reason? Thats a high price to look cool. Its just not realistic to open up that area on a vehicle thats driven on the street on a daily basis in the northern states.
Yup...it would look cool but its not worth the damage it would cause to the vehicle.
