^As far as I know, you can build straight from a manufacturer website, but you can't order from them. And, if you can order from them, you won't be paying them directly...it has to go through a dealer, who, specifies price even after having the MSRP listed.
So, you order through the dealer to GM who ships the car to the dealer which you pay.
