I think the stock manifolds are #1, followed by the mufflers and THEN the cats.
If you had to choose between only changing out the stock h-pipe and the mufflers, I would do the mufflers. Modern cats are not that restrictive, especially at these power levels.

That's the way I understand it too. It's too bad, though, that moving the cats' is a no-no. It makes it impossible to get sufficient primary length with them stuck in the stock location
