I'm not sure at what point in the assembly process that the time is referring to but I do know that at the time the sticker was put on the car it would have atleast a engine, trans and suspension. Because if it was just a frame they would have not known what engine and trans the car would have ( because on the sticker it states what engine and trans the car has and they would have not known that if it was going to have if it was just a frame).
