I think what he is saying is that you can't base it on a peak power number. you have to look at the area under the curve, the average increase over the rpm range, that's what matters.
a peaky curve puts out one good number and a broad flat curve puts out five good numbers, even though the highest one is not quite as high as the peaky one. overall, you will be making a higher average power number over time rather than a higher static number at a point in time.
