The sale is technically occuring at the dealer in Idaho. Sales tax will be charged at that state's rate. There is typically an adjustment for sales tax paid when it is titled in another state. Maybe something similar is available with your gross receipts tax in Guam.
Anyway, this should not be a problem for the dealer because it is sold and delivered to Idaho, not Guam. What you do with your car after that is your business.
