Standard and deep socket sets, some extensions for the sockets, wrenches, torque wrench, good screwdriver set. A good jack and some jack stands. I have ramps but rarely use them because they don't get the car up far enough for my liking. I'd just do the jack/stands. A good multimeter is dirt cheap and will help you check your battery and finding hot wires.

That's really all you need starting out. It kind of depends what you want to do and what you consider "working on" your car.
