If it were me, I'd give the engine a little more time to break-in, and if it still seemed to be underperforming, I'd have it dynoed. The shop dynoing it will be able to tell you if there is knock retard or the air/fuel ratio is off, etc, and you'll know for sure whether it is making the appropriate amount of power.
A word to the wise though: don't go to your dealer and tell him your story about losing a race. Depending on your state, the dealer may try to void your powertrain warranty based on "abuse." I don't agree with it, but I've heard of it happening. Just tell him it doesn't seem as fast as your GTO and you want them to run some tests.
