Most new manuals I have driven are like this. Some stiffer than others, but should loosen up nice when warmed up. One of the characteristics of modern manuals.
Different fluid can help with the issue, but I would hesitate to do that because it can alter the frictional qualities of the blocker rings and cause grinding. The stiffness is the lesser of evils. Leave it be.
