I almost bet that something happened to the front bumper during shipment or maybe it got hit on the lot. The dealer took it to their body shop to get repaired. The body shop ordered the LT bumper instead of the SS bumper.....painted it, put it on, and sent it out the door.
I worked at a dealership body shop for several years and we fixed all kinds of cars that had shipment damage (or damage from being on the lot)...we had to repaint roofs, doors, quarters...and replace bumpers.
I had to replace an entire quarter panel on a brand new Avalanche (someone hit it with a snow plow)....and yes....they still sold it as new.
