Is Automatic production moving to Mexico?

I have been googling more on the transmission plant just out of curiosity and stumbled upon this article.

Is this true about it moving to the Mexico plant? Or am I just confused lol? Is Toledo a different plant?

As for the Willow Run plant, local officials are bracing for a wide-reaching impact especially in Ypsilanti Township where the 335-acre facility accounts for the township's No. 1 taxpayer bringing $1.5 million in tax revenue every year. It is estimated that a shuttered plant will bring in around $175,000.

Ypsilanti Township Supervisor Brenda Stumbo questioned the decision to close the plant which, she said, produces a transmission for $145 less than any other powertrain plant in the company.

"Our reaction is anger, sadness and dismay for the decision to close our transmission plant," she said. "We have the capacity to produce 3,000 units per day versus the Toledo plant at a maximum capacity of 1,325 per day. GM also continues to operate a plant in Mexico who doesn't produce the quality that we have at our plant.

"How can they (GM) make a business decision to close a facility that is economically more viable? Secondly, how can they keep a plant open in Mexico and close 14 in the United States?"
