in my last house I had a similar asshat. He would fire up his lawn mower as I was washing my car, and never used a catch basket, so I would have grass all over a wet car.

we had a few "conversations" over it. He also drove a company van with a welding rig on a trailer behind it, and 9 of 10 times when he parked it in front of his house would block part of my driveway. I had it towed 11 times in 7 years for that, we have a city ordinance against parking in front of a driveway entrance.

When we bought this new house this year, one of the things we looked for was separated driveways, I do not share a driveway on either side.

We are lucky now, all of our immediate neighbors are very respectful, cool people, and several are major car guys, so much respect to each other when dealing with freshly washed vehicles, I have been advised of their use of leaf blowers and the like every time, so I can move the cars away while they are doing it.

Now the neighbor behind my back yard, well that is a whole other story.. But he is also behind my west side neighbors yard, and that neighbor happens to be a County Sheriff, so the guy behind us has been put into check several times for his and his kids "behavior" They like to hope the 10 foot wall into our yards, he has had stuff stolen from his garage, and they have raided my BBQ island fridge for beer.. We both have cameras back their now, and have both prosecuted them, being he is a Sheriff, the local PD reacted very well, with just my complaint no so much.
