110% I would be reporting him. That is rediculas. Maybe the OP should have fled and when he did catch him say..."oh i just wanted to see you chase me, I love the show cops with the high speed chases"...
Take is badge number, call is Chief and report him.
edit... OK now that i think a minute... maybe you are right. let him have his minute. but... keep it in your memory. If its a small town cop like where i live it may be a good ace in the hole...
