It's illegal for a cop to pull you over just to check out your car.

Under the Fourth Amendment, the police cannot pull you over unless they have reasonable suspicion to believe you've violated the law.

"Community relations" isn't an excuse. They also can't do it just to check your driver's license and registration, unless they have a reason to think there's something wrong with them. If they don't have reasonable suspicion, they're violating your constitutional rights.

In my town, which is quite large, I'm not likely to be making a "friend" because I will never see them again.

Furthermore, there is an abundance of unsolved crime around here. Any cop who is wasting his (and my) time by pulling me over for no reason is doing a disservice to the community.
