Yes. You can technically do it either way. If the hammer is back, you can switch to safe. If the hammer is down and the bolt forward you cannot.
My understanding is that it was designed so that a soldier wouldn't pick his rifle up in the fire position, only to dry fire it. It's really a personal preference, and not any less safe.
