Correct

The term "Heat Soak" is often applied to many different things in the automotive world including Turbos/Superchargers/Trans/Diff/Engine. Typically when the thermal dissipation rate of a cooling system is exceeded.

Water based cooling efficiency is primarily affected by:
1.) Heat exchanger/radiator surface area and airflow through it
2.) Coolant capacity and circulation

Change these variables and the rate of dissipation changes.

Conductivity of the various cooling components can also change things, but nowadays most automotive cooling uses aluminum vs. copper due to weight and cost.

Maybe dropping a copper inter-cooler into the manifold would offset the issue since size cannot be changed easily.
