As a boxer, I will tell you that your assessement of our physique is completely ass-backwards.
First of all, there is more footwork, agility, and power movements than you can imagine as key components of the sport. Our legs appear leaner because of the conditioning involved in that generally gets them that way. Quick, deliberate movement is important. And that needs to be balanced with cardiovascular endurance.

You do know that a properly thrown punch starts from the ground and goes up the legs, through the core, to the upper body, then extends through the arms? The first thing you learn when punching is what points of the foot/heal drive into the ground for the various strikes.
What are "top muscles"? lol
Not sure who these "boxers" are that you have seen. Slapping on a pair of bag gloves does not a fighter make!
