No, there already is a big square hole behind the plate. Maybe 3"x5" and the plate mounts in the normal holes.
Edit: I went back out and gave another look. Ran through different light positions, didn't come on. Then tried the brake and it comes on, red LED's. Makes sense, let people come up behind at a stop light and it comes on to draw attention to the dealer frame and name. Kind of a nice frame maybe just do a little Dremel work and blackout the dealer name.
