You can check with the DMV in question. They may provide you "some" information. However, I don't know all the ins and outs of the privacy law. Or, perhaps if Zolfo Springs isn't too far from you, you could cruise down / over there from time to time to see if you spot it and / or check with some service stations. Take a pic of it with you and check with some Chevy dealerships down there and, if they know anything, perhaps they'll pass your info on to the owner if they get the car serviced there.
I definitely understand your love for your old car. In July 2011, I traded in my 2008 Saturn Aura XR for my 2011 'vert but missed my Saturn so much that within two weeks of trading it in, I went back to the dealer and offered to buy it back for what they gave me for it. The dealer said "no dice". They sold it one month after I traded it. I decided to conduct a weekly search of every major car dealer's website including CarMax and Auto Trader in the hope of finding a low mileage fully loaded Saturn Aura XR. Lo and behold, 50 weeks later, the dealer to whom I traded the car had it back on their lot as the new owner traded it back in for something else. Only 5k had been put on it in the year since I had traded it. This past July, I bought my car back. Granted, many of you may think it's "only" a Saturn, but the AURA w. the 6 and fully loaded is a very nice car (the Buick Regal was intended to be the 2nd Gen. AURA had GM not shuttered Saturn). Rest assured, however, that this is a somewhat "punitive" (ad)venture, financially speaking, but I'm completely happy to have my car back.
