I wouldn't let them pre-soak for that long, but I'd recommend putting them in a bucket with a ounce or 2 of APC. I would only leave them like that for a day or two though. But usually when I was my car I'm using at least 8-10 minimum, if it's a rinseless wash then it's closer to 12-15+.

And to make them softer you can try boiling them for about 2 minutes with a small amount of vinegar to re-fluff them but that's more so for towels that are no longer absorbing. If they are holding wax it can affect the fibers and make them stick together as well. Then wash/dry as normal.

You aren't using fabric softener are you? Because that's a big negative and affects the towels. Over time microfibers lose fibers making them rougher. When this happens I push them to interior/engine/wheel duty.
