I'd bet the numbers posted by GM have a certain percentage of error associated with them as no engine is absolutely identical to another...there will always be very slight differences in manufacturing and assembly that...when they combine...exceed GM's numbers or fail to meet them. If speed/power is your number 1 priority, then sell the car and buy something different. Or, forget about the warranty and mod the car until you get it where you like it. Regardless, if being .5-1.5 seconds slower than some...not all...of the other L99's is keeping you from enjoying your car, then life's too short to be unhappy.
