GM requires the parts departments to hold on to the parts replaced on a warranty claim for X amount of time. If GM requests the parts be sent back (this depends on the part) within that time, the dealer has to provide it. It's usually so the engineers can do a failure analysis (like a back end quality control check). Once that time frame has past, the dealer can do whatever they want with it.
