That's the bottom half of a two piece (aftermarket) composite hood. The bottom half should be designed to strengthen the top. Looks like it was only attached on the outside edges, and a little in the center.

What aftermarket hood is that?

I'm betcha when you got up to speed you could see the hood appear to lift and vibrate.

The blue areas are the only place it appears it was bonded to the top half... not good.
