This is in Canada, those look exactly like my Ontario plates.
There are bad drivers everywhere. American or Canadian, there are just as many bad American drivers as there are Canadian. I find the biggest problem is when American/Canadian drivers venture across the border they can't convert their units (kmh to mph or the opposite) and end up being way under speed limit or over it.
It's just a shame that bad drivers get their hands on such nice cars.
