My guess, is GM will have 1st State pop in a couple more grand over the $4K, Chevrolet, to save face, will pop in the rest, and provide a new ZL1 spec'd out as they had.
1st State will get the insurance payout, and somehow/someway get that to Chevrolet as well, probably just as a 'balance due' on the provided ZL1.

I think this, because the noise floor has risen quite high, and GM/Chevrolet want this to go away VERY quickly... This is as fast as it gets (save waiting if it's an ordered ZL1) and the way to get them the happiest they possibly can be.
