To me #9 Bone Stock means as came from factory with no mods or weight reduction of any kind so modding a stock part then reinstalling would put you in #10 Bolt-Ons.
You can get a custom cam made within factory spec limits that produces more power than an off the shelf OEM cam then balance the assembly to the lightest weight allowed per factory specs & have an impressive "stock" engine.
