What is the purpose of a snow tire? To get traction on the snow. Picture a snowball, what sticks to snow? Snow!
Snow tires are designed to pickup snow so they can get and keep traction on snow. The other properties that assist in traction are the "softer" rubber and sipes. The tires remain "soft" at lower temps and the sipes are used on ice for traction as the more edges the better the grip.
