good god, I personally think anyone that drives with there phone up to there face should have there license revoked on the spot. it is dangerous, PERIOD! don't understand how people don't understand that. personally I would thank that officer for doing what a lot more policeman should be doing more of! Never have the phone on when I am behind the wheel. if someone really needs to talk to me they wait until I am done driving. but then what do I know? Being safe and courteous are important to me.
