We sent about 12 emails back and forth before I paid. He responded very promptly and right after payment said "Payment received. I will ship them out tomorrow and forward you tracking info.

So the two follow up emails went straight to his phone. I still have not heard anything from him either after multiple attempts to contact. As far as I'm concerned I have been robbed at this point and I'm glad I opened the claim. I'm sure Paypal will quickly side with me and I'll have my cash back in a few weeks, just in time to order a new set for spring.
EDit: Oh wow apparently I can escalate to a claim right now. I'll wait until Wednesday to give this guy some final chance.
