Yep, you can get rid of a lot of extra weight with lighter wheels, and decreasing rotational mass really helps performance.

4 years ago I decided to try the 20" Nurburgrings on my car (23 - 24 lbs each), and I noticed a nice increase in performance (1/4 mile time dropped .2-.3 tenths on average - that's like adding 30hp to your car). After that lots of guys started getting them. Now they are one of the more popular wheels guys are getting.
I ran 12.10 @ 113.60 mph and 12.16 @ 114.97 mph with the 20" Nurburgrings - bolt ons.

Now I'm running 18" Forgestars (21-22 lbs each) so I can run a rear tire with more sidewall (305/45/18) for better traction.
Still haven't had a chance to run my car at the track with my 18" setup. I've had some surgeries to heal up from. My bolt on setup should get me down in the high 11s on a good day.
