I assumed that since the special finish 21" wheels that are part of the Hot Wheels package are somewhat incompatible with the 1LE package (1LE tires N/A in 21", 21" rims pretty heavy), that was why they didn't offer it on a 1LE.
(Edit: I miss my blue '84 Monte SS!!!)
