You can go to any county and get it inspected, they just have to follow the laws of the county it is registered in.

I used to live in Pike County, PA. Didn't require emissions. I would get it inspected in Montgomery county and they didn't have to worry about emissions testing, because that was based off of the registration county.

Now that I officially moved my county on my registration, I have to get it emissions inspected.
