It's hard to tell the extent of any work they did, but the car does appear to have some kind of overspray/fall out on it. Whether that's from work, or just being in a poorly-controlled shop, who knows. Based on the pics it seems like something a professional cut/buff could clean up very easily.
If that's not satisfactory, have a very polite, level-headed conversation with the owner of the dealership and the sales manager about unwinding the deal. They would need to take the car back, undo any financing, and eat the loss of having to resell the car as a used/ pre-owned unit.
That might not be possible because you accepted delivery of the car as-is/ nothing promised, and probably signed the same? I know it's tough to see all that kind of stuff when you're excited about getting a new car, or not looking for it specifically.
