IIRC, the original TSB described criteria to measure the rattle.
A certain amount of rattle was indeed considered normal due to the design of the spring loaded coupler. I believe that if the rattle went away above something like 1500rpm , it was considered 'normal' and the SC did not qualify for a replacement.
If the rattle did not go away, then they would replace the entire SC.
