No they will save the tires/wheels if they're worth anything - here is an excerpt from a story of an owner of a scrap recycler that receives the flattened cars. They kill the engine and then all the metal is recycled- the plastic and wood generally is not.
BRAND: Well, we've called David Rumer, the president of the scrap processing company, Behr Peoria to help us out. He will get the clunkers from that dealer we spoke with in Madison. And Mr. Rumer, before the clunker comes to you, it first goes to a salvage yard to be stripped down. What do they take from the car first?
Mr. DAVID RUMER (President, Behr Peoria): Well, in the case of these clunkers, they can remove parts from the car like radiators, starter motors, tires if they're good, wheels. My understanding is, though, that they cannot remove any of the drive train.
BRAND: Okay, and those parts that they do take, they can then resell, right?
Mr. RUMER: That is correct, yes.
