He's cutting the front half the shaft off, then reattaching the blade with higher strength grade 8 bolts, for the added strength. The added flow comes from the lack of half the shaft. Essentially, less of a restriction. Don't know what you're trying to say with nuts and bolts. There are no nuts on the TB as the back half of the shaft is threaded. The grade 8 bolts are the exact same length of the oem screws, but have a bigger head. With that pic you can see just how much shaft is taken out as the bolt would be flush with both sides of the shaft in place.
