I'm in Southern California and still get a little rust on my brake rotors. Drive the car, use the brakes, no more rust! Take that Mustang for a test drive, then check the rotors. I bet they'll be clean of rust. If I was to leave a car parked for a significant length of time, I think a light coat of WD-40 lubricant would stop the problem. Be sure to clean the rotors before the using vehicle again.
