I am pretty sure it does not include cars that are wanting to speed well above the posted limit. Besides I am sure one car wanting to go fast is not the normal flow of traffic either. And in my statement I said passing slower vehicles in the right lane. As soon as its safe to move over I do, I don't drive in the left lane unless passing..
