Rear lights when wipers are used

Just noticed today that when the wipers are being used, and the headlights come on automatically, the tail lights do not come on. I was driving home in a monsoon and could barely see the car in front of me except for the tail lights. Maybe this is standard with all cars but it seems to me the tail lights are every bit as important as the head lights in low visibility conditions. Anyone agree or disagree?
