Per the nhra director this is an nhra rule. It's "supposed" to be enforced but we know how that goes. They, the nhra, did such a crappy job clarifying this rule it's easy to understand why even track techs are confused.
As per your second case, the rule never mentions air bags in the def, so that tech had no clue. Lol
