Sounds to me like you don't really need this car if you can't afford tires and have $20 left.
Nothing on these cars is cheap, sounds to me like you should buy something cheaper and easier to maintain.
Plus any dealer selling you a car with tires so bald they can't be driven is prob not a car you want to buy.
