I'm not so sure about that...
I do brake & light inspections at my shop and regardless of whether they are HIDs or not they have to point straight or else they fail the inspection. We have a special alignment graph to make sure the brightness is right... It's not perfectly straight to be honest, but pretty close.
No difference in the brightness of the lights though, at least not in CA
