Let's not rule out technology. It's possible they could create a very interesting engine (even a modern 427) -- that, with the latest super high-pressure direct injectors, stop/start tech, etc. -- might be made CARB legal.

That said, would a company want to spend money developing a new power plant that would, more than likely, not last a full decade? I haven't researched the LT4 in the Z06, and don't know what that motor without forced induction might be capable of. It seems to me, however, that we're in a world where forced induction is going to be mandatory from here on out -- at least at the 500 to 600 horsepower output range that will be required on the next Z/28.
