In the FAQs there's this:

There's nothing wrong with them charging a fee for setting and maintaining the standard, but a lot of smaller chains won't bother or can't justify the added expense to be "top tier" certified, especially if the cost of certification is expensive. I'm guessing it is if they aren't posting any hard numbers on their website. The old "if you have to ask how much, it's too expensive for you".
