They look to be slightly less than that. 305/40R19 would get you to 28.6" but those sidewalls look to be shorter than the 20" P-Zeros.

Yeah, why not go with a 50 series instead of 40.. might fill it up a bit more... not a big fan of those skinny sidewalls as the roads get crappier and crappier.. I have pinched a tire before on a pot hole I could not avoid and I was lucky he rim was ok...
