I was going to say the same thing. Sure is an unclear picture. But the blob has what looks like folds and crumples that resemble that of a piece of absorbent material like a paper towel or thin rag.
Maybe along with some condensed moisture, it's just a bunch of gunk turned into an oily ice cube, no paper towel.
If it's a giant ball of tar, I'd be fearful of of a lack of maintenance, or strange things being infused with the car's gas and/or oil! My car's intake, even without a catch can, looks pretty clean.
