Not sure how this works with GM. I do know that GT500 owners can obtain one for their cars through Ford Performance. It can be purchased online through multiple owners with VIN and ownership documentation.
Good program for FORD as they can generate additional revenue every time a vehicle re-sells.
Based on the feedback here, the GM program is not well coordinated. Ford began their program in 1993 with the first Cobra "R" run. They have had time to find tune their certificate program.
